In addition to working with
local jurisdictions and private companies, Kessler
Consulting has also worked with state agencies to
develop broader-based policies and technical
resources. For example, since our inception in
1988, our staff has played a leadership role in
developing Florida’s Solid Waste and Recycling
policies and programs. During that time, we have
helped create various resource documents and solid
waste software programs for use by communities
throughout the state. We are proud of these
accomplishments.
Florida’s only
web-based waste composition model was designed
with the goals of county and municipal solid waste
managers in mind. Together with Pinellas County,
Florida, Kessler Consulting managed the
implementation of four, two-season waste
composition studies while also analyzing the
validity of existing waste composition studies.
The resulting data was used to create WasteCalc,
the only tool of its kind in Florida. With
funding received from the Florida Department of
Environmental Protection (FDEP), Kessler
Consulting teamed with Franklin Associates, a
national leader in waste composition models, to
bring the model to life. Now, WasteCalc is
accessible through the FDEP’s website at:

WastePlan
More informed decisions and less
time spent making them was the targeted outcome
when Kessler Consulting teamed with Seminole
County, Florida, and the Tellus Institute to
improve WastePlan - a software tool that allows
solid waste programs to be accurately evaluated.
Funding was provided by the FDEP and inspiration
came from solid waste professionals everywhere who
would like to make smarter decisions in less
time. The improved and user-friendly WastePlan
allows data to be entered and analyzed quickly.
The licensed software was made available to all
Florida local governments at no cost. A

Waste Reduction & Recycling Guide for
Correctional Facilities
A new how-to
guide for developing and implementing
comprehensive waste reduction programs at
detention and correctional facilities is now
available on the FDEP website. Written and
compiled by Kessler Consulting, together with the
Solid Waste Authority of Palm Beach County, the
manual brings together in one place, a specially
designed and comprehensive plan for developing
successful waste reduction programs at detention
and correctional institutions. It is based on
ideas gleaned from programs developed for the Palm
Beach County detention centers and Sumter County
State Correctional Institutions, as well as from
other innovative programs around the United States.
The manual
includes tools for conducting a waste assessment,
strategies for program design, examples of how to
educate employees and inmates, and forms for
tracking progress and measuring waste reduction.

Best Management Practices Manual: Wood Waste
Construction and
Demolition debris has grown to represent one third
of the solid waste generated in Florida.
According to the FDEP, in 1998, 48% or nearly one
half of the construction and demolition (C&D)
waste was made up of wood and wood pallets.
Without efforts to divert it elsewhere, much of
this waste ends up in a landfill. Wood is a
valuable commodity if handled and marketed
properly.
The Wood Waste
Best Management Practices manual was developed by
Kessler Consulting and Sumter County, Florida,
through a grant from the FDEP. A Wood Reuse and
Exchange Center was initially established that
recovered nine (9) tons of wood. Results showed
that the demand far exceeded supply, demonstrating
the reusability of this commodity. The guide
provides innovative and practical information
about wood reuse, recycling and disposal for solid
waste professionals, builders and developers,
commercial and industrial businesses and other
wood waste generators. Information about how to
properly handle and dispose of treated lumber is
also contained in this guide.
